Students on a course that lasts less than 1 academic year are NOT exempt from Council Tax. If you are on an ICELS course leading to acceptance on a degree course but the ICELS course is shorter than 1 academic year, you WILL have to pay Council Tax.

If you're on a course that lasts less than a year, living in a house with students on courses that last 1 academic year or more, you will be liable for the Council Tax for the whole house. You should get a discount of 25% if you are the only person who has to pay. If you are unsure about this or need advice about anything else, contact the Advice Centre.
